The State University Construction Fund (Fund) is a New York State
government entity dedicated solely to facilitating and expediting
the construction, renovation, rehabilitation, and improvement of
the State University of New York's academic building and
infrastructure assets at 32 state-operated campuses and 3 teaching
hospitals.
Our offices are located within the historic SUNY System
Administration headquarters in downtown Albany, New York. Though
officially named the H. Carl McCall SUNY Building, it is often
referred to by locals as the, "D&H Building," or
affectionately, "The Castle."
The Fund offices and the adjoining employee parking garage are just
steps from the Hudson River, a short walk to the Capitol Building
and the Empire Plaza, and a few minutes' drive to major highways
including the Northway (Interstate 87) and the New York Thruway
(Interstate 90).
Job Description:
The State University Construction Fund (the "Fund") is currently
seeking a Budget Coordinator/Analyst to join our Capital Program
Management team at our office in Albany, NY.
The Budget Coordinator/Analyst functions in an administrative role
to support the execution of the SUNY Educational Facilities and
Hospital Capital Programs. In this role, the Budget
Coordinator/Analyst coordinates closely with Fiscal Analysts and
the staff and management of the Program Management Department to
assist with the execution of campus administered (campus-let)
projects, including the administrative tasks associated with
project initiation, communication during project progress, charging
of certain campus staff to capital appropriations, execution of the
minor critical maintenance program at each campus, and facilitating
and maintaining records with respect to requirements and approvals,
and maintaining consistent project, budget and schedule information
for all capital projects, consistent with each campus' capital plan
as developed by the Program Manager. Accordingly, the candidate
must be professional, well-organized, able to operate effectively
in a team environment as well as self-performing tasks, and be
comfortable learning and working efficiently in multiple
enterprise/technology systems.
Specific Duties & Functions:
Consistent with each campus' capital plan, as developed by the
Program Manager:
Enter, revise, and update project information in the corporate data
system;
Identify project budget or schedule issues and coordinate
resolution with appropriate parties, including within the Fund and
at individual SUNY campuses;
Receive campus funding requests for campus administered projects,
minor critical maintenance, and staff paid by capital
appropriation, verify that request is consistent with campus'
capital plan and other requirements, verify funding availability,
and set up funding in corporate data system for verification by the
Supervisor and/or Program Manager;
Track funding outlays for campus administered projects and ensure
funding requests are consistent with established project budgets;
and
Record transaction data and execute analysis and reporting of
data.
Work with staff in all units to assist with project budgeting,
scheduling, and spending activity in all phases of project
development and delivery (i.e. planning, design, construction,
equipment, etc.).
Support and coordinate integration of project management system and
data with other Fund project management applications; participate
in the development and/or testing of new applications.
Perform other duties as directed.
Requirements:
A minimum of an Associate's degree in a business, finance,
planning, or a facilities-related field is required. 3 to 5 years
prior experience in accounting, budgeting, or finance is required.
A Bachelor's degree or Advanced Degree will be considered in lieu
of experience requirement. Additional consideration will be given
for prior work experience in a comparable position, experience in
capital construction program budgeting and scheduling, or
additional related credentials. Ideal candidate will demonstrate
sound judgement and excellent communication skills, have experience
with project management or budgeting systems, and some experience
with data beyond rudimentary data entry.
This position does not require a NYS Civil Service examination.
Additional Information:
Salary range: $70,453 - $85,138 per year, commensurate with
experience and qualifications.

Note on Telecommuting: Employees are eligible to request approval
to telecommute a limited number of days per month after completing
