of Engineering Design & Construction. We are passionate about the

Description The Director of Engineering Design & Construction is
responsible for the successful delivery of the engineering capital
program to Company standards and budget requirements. In this
role,this leaderwill be responsible for the planning and execution
of the Company's $60+ Million annual engineering program.To be
successful, the individual will lead the Company's design and
construction teams, establish strong relationships with town, state
and regulatory representatives, play a direct role in department
strategy, understand latest construction techniques and impending
regulatory requirements, and appropriately utilize these resources
and this knowledge base to effectively deliver a capital program in
line with Company strategy.
- The Director of Engineering Design & Construction will directly
supervise and serve the Manager of Distribution Engineering and
Manager of Project Engineering, and support the teams that report
up to them. The manager will provide leadership that will empower
each individual and their team to support the company building
blocks and advance our mission.
- Manage, either directly or through the work of others,
construction capital spend to include all pipe and facilities
infrastructure, including treatment facilities, pump stations, and
storage tanks, to identified schedules and budget. Oversee, direct,
and report on progress of design and construction projects. Drive
the success of the design and construction program.
- Identity program priorities and needs for Design and
Construction teams to successfully align with Company goals and
actively participate with Company leadership to set Department
strategy.
- Monitor, manage, and update engineering capital budget, as
required. Propose budget changes as necessary to accommodate
program needs while remaining aligned with overall Company budget
requirements.
- Establish and maintain design standards and material
specifications for elements of construction projects such as water
main, valves, hydrants, pumps, treatment systems, and structures.
Develop process to ensure staff, designers, and contractors
understand the standards and adhere to them. Develop and oversee
quality assurance process for design and construction
projects.
- Responsible for effective quality assurance policies and
procedures for design documents and construction procedures.
- Identify and implement sustainable and/or innovative
technologies into engineering program to benefit customers and
environment, and support Company sustainability goals.
- Coordinate procurement approach for design and construction
services. Select model for project execution that best aligns with
Company strategy. Oversee the use of consultant services and
consultant selection process.
- Coordinate with Planning Supervisor and Service Delivery
personnel to identify and appropriately budget future year projects
and establish priority needs. Support initial project concept
development. Develop documentation supporting needs and benefits
and advocate for program through the budget process.
- Develop and oversee project closeout process, to include
as-built development, project records retention, and ensure timely
availability of this information for the Service Delivery
team.
- Responsible for maintaining a culture of safety among internal
staff and external contractor teams. Responsible for learning,
following, and ensuring compliance with safety rules. This includes
rules and regulations in the Company Safety Manual, OSHA
regulations, and other state, federal, or governing body's rules
and regulations.
- To support positive community and state relationships, the
Director of Engineering Design & Construction will develop strong
working relationships with local leaders, state agency
representatives, regulators, and other design and construction
stakeholders. Represent the Company at various federal, state, and
local levels to provide information on areas of expertise as needed
to establish and maintain positive public relations with key
customers, local officials, state and federal regulators, other
state agencies, elected officials, and industry groups.
- Actively participate in industry groups, such as American Water
Works Association.
- As a leader in the Company, this position will also support and
lead other Company and Department initiatives.
- Performs other duties or special projects as required or as
assigned. Minimum Qualification Knowledge, Skills and abilities:
Proven leadership skills that support employee development.
Extensive technical knowledge of water utility operations,
organization, administration, budget and personnel management,
principles and practices of civil engineering as applied to water
supply treatment and distribution, asset management, applicable
regulatory codes and laws related to the design, construction and
operation of an investor-owned water utilities. Excellent written
and oral communication, leading to strong relationships. Excellent
organization and technology skills. Educational/Training
Requirements:
- Bachelor's Degree in Engineering
- Professional Engineering license
- 15 years managing engineering construction projects or
