Job Description Summary:Community Health Center, Inc. In addition, the organization has developed three wholly owned subsidiaries from the original pilot developments within the Weitzman Institute: the National Nurse Practitioner Residency and Fellowship Training Consortium (NNPRFTC), the National Institute for Medical Assistant Advancement (NIMAA), and ConferMed.Job Description:JOB SUMMARYThe Vice President is responsible for all aspects of Human Resources at Community Health Center, Inc. - and contributes to organizational efficiency and resource allocation. They lead a department charged with attracting and retaining high quality employees, employing the latest in HR technology efficiently and in general support of CHC, and providing benefit programs that are both cost-effective and valued by employees. The VPHR participates as a member of the leadership team in CHC's planning for long term growth and stability. This position ultimately will move to a parent company with oversight for all responsibilities outlined above for CHC in support of affiliates including ConferMED, the National Institute for Medical Assistant Advancement, and the National Nurse Practitioner Residency and Fellowship Training Consortium.ROLE AND RESPONSIBILITIESResponsibilities include staff recruitment, compensation, employee benefits, training, succession planning, Human Resource Information Systems (HRIS), employee relations, compliance, record keeping, and policy development and administration.Specifically the VPHR, in collaboration with colleagues and subordinates, is responsible for staff recruitment, compensation, employee benefits, training, succession planning, Human Resource Information Systems (HRIS), employee relations, compliance, record keeping, and policy development and administration.

  • Provides leadership and oversight of CHC-wide Human Resources.
  • Directs the performance management system
  • Updates HR policies as needed, with coordination among other leaders
    • Recruits and mentors high quality HR team members.
    • Recommends HR priorities for the organization.
    • Develop HR plans and strategies to support the achievement of the overall business operations objectives.
    • Leads Selection and Implementation of Human Resource Information (HRIS). Satisfies expectation the HRIS will be highly useful to supervisors and employees at all levels, as well as enhancing the HR Department's efficiency and record keeping.
    • Responsible for insuring that CHC hires world-class employees at every level.
    • Develops CHC-wide succession plan to insure that employees are available for assignments when necessary.
    • Oversees organization's employee relations functions. Insures that supervisors and employees receive timely support.
    • Develops compensation, career development, and benefit plan strategies and tracks results.
    • Oversees and Supports Training activities.
    • Develops annual HR budget recommendations.
    • Effectively manages Human Resources according to authorized personnel policies and procedures that fully conform to current laws and regulations.
    • Selects, supervises, and collaborates with external resources such as attorneys, consultants, and vendors.QUALIFICATIONSRequired Skills and Education:
      • Graduate Degree preferred, preferably in a related field.Preferred Skills
        • A minimum of fifteen years of HR experience, with at least seven years of senior level human resources leadership experience, including leading multi-site operations and HR functions.
        • Demonstrated record of recruiting and motivating HR professionals required.
        • Demonstrated track record leading human capital transformation to include process improvement and change management.
        • Knowledge of HRIS technology required, preferably in a cloud environment.
        • Knowledge of and experience with varied human resource information systems.
        • Significant achievement in recruitment of all levels of staff, including executives.
        • Experience applying data to measurement of progress.
        • Significant achievement in counselling of supervisors and employees is required.
        • Experience hiring and managing third parties such as attorneys, brokers, and consultants required.
        • Demonstrated knowledge in supporting cultural competency initiatives preferred.
        • Experience working with Board members preferred.
        • Strong coaching, mentoring and development abilities.
        • Excellent verbal and written communication skills.
        • Excellent interpersonal and conflict resolution skills.
        • Excellent organizational skills and attention to detail.
        • Excellent judgment and decision-making skills with the ability to deal with ambiguity and provide leadership to drive solutions.
        • Strong analytical, problem-solving and listening skills.
        • Strong supervisory and leadership skills.
        • Thorough knowledge of employment-related laws and regulations.

          • Works primarily in a moderately sedentary environment. - Physical effort generally involves occasional walking between building sites and frequent travel to all locations.ADDITIONAL QUALIFICIATIONS
            • As a member of Senior Management, the position requires a commitment beyond a regular eight hour work day. Early morning and/or evening hours may be required.
