Job Description POSITION SUMMARY: The Assistant Program Manager,
working in conjunction with the Assistant Vice President of
Programs, manages and maintains the workflow associated with the
GAICM Program and is responsible for the direct supervision of the
Regional Coordinators and Quality System Specialist and is
responsible for the supervision of the related administrative
functions performed by the staff. The Assistant Program Manager
performs various tasks supporting the GAICM Program management
functions of Advanced Behavioral Health. This position will
represent ABH® and its services in a positive and professional
manner and adhere to ABH®'s best practices, guidelines, policies
and procedures as established, promoting ABH® as a leader in
behavioral healthcare in all interactions and work. DUTIES AND
RESPONSIBILITIES:
- Maintains familiarity and understanding of contract
requirements related to the daily performance of GAICM
activities;
- Monitors and works with the Assistant Vice President of
Programs to maintain adequate staffing in order to facilitate all
job functions being completed within contract guidelines;
- Monitors ongoing staff requirements and training needs;
- Ensure that all staff are trained and certified in required
areas, including, HIPAA;
- Develop a training and orientation schedule and monitor
progress for new staff and set up ongoing training for all
staff;
- Report to the Assistant Vice President of Programs any issues
related to an individual staff member's job performance that may
urgently impact the ability to fulfill contract requirements;
- Complete quarterly reports, activity reports, and performance
summaries for staff;
- Review data collected by the DPAS Program, specifically as it
relates to the functions of the GAICM program, to monitor
activities related to contract performance standards;
- Maintains confidentiality of all client protected health
information and adheres to all HIPAA related to policies and
procedures;
- Demonstrates ethical behavior and cultural sensitivity in all
activities involving individuals of diverse backgrounds;
- Performs other tasks/responsibilities as required to support
the business operations. SUPERVISORY DUTIES AND RESPONSIBLITIES:
Responsible for the supervision/management of staff assigned. This
includes; but is not limited to establishing and maintaining a
working environment conducive to positive morale and teamwork;
recruit and hire qualified employees; provide orientation and
on-the-job training for staff. Establish short and long term goals
that are both measurable and obtainable to meet contract
requirements and ensure that these expectations are clearly
communicated and understood by all direct and indirect reports.
Review and approve all applicable timesheets. Oversee the daily
responsibilities of direct reports to ensure that ABH® policies and
procedures are being followed and the program/department goals are
being met. Provide year-round feedback to employees, counseling,
coaching, and training resources and support as necessary. Refer
performance concerns/issues to next level Manager & Human Resources
Department for advice, next steps and appropriate action. Complete
timely staff performance evaluations outlining clearly defining
goals/expectations, secure applicable signatures/approvals and
process paperwork. EDUCATION AND EXPERIENCE REQUIREMENTS:
- Masters degree in Human Services-related field required;
- License preferred;
- 3 – 5 years of demonstrated work experience in the supervision
of staff for effective and efficient service delivery;
- Experience with community mental health and substance abuse
treatment services;
- Attends URAC trainings specific to job duties;
- Attends annual Conflict of Interest training.
KNOWLEDGE/SKILLS/ABILITIES:
- Demonstrated leadership, organization and planning skills;
- Must have valid Connecticut driver's license and reliable
transportation; Carry insurance $100,000/$300,000/$100,000;
- Strong attention to detail; ability to work on multiple tasks
and meet deadlines;
- Excellent PC skills with demonstrated experience using
Microsoft Office Package (MS Word, Excel, Power Point, Access,
Outlook); internet; Strong written and verbal communication skills
required.
